How to prepare a tender: a step-by-step guide

By PMCEPC (NEEV INTERNATIONAL) · Updated

How to read tender documents, check eligibility, raise pre-bid queries, build technical and financial bids and avoid the mistakes that cause disqualification.

Start with the documents

Read the notice inviting tender or request for proposal in full, including conditions of contract, specifications, schedules and addenda. Note the submission deadline, bid validity, bid security requirement, evaluation method and any mandatory forms. Many bids fail because a condition buried in an annexure was missed.

Check eligibility before spending effort

Compare the eligibility criteria with your position: registration or licence class, annual turnover, similar-work experience, key personnel, equipment and financial standing. If you fall short, consider a joint venture or subcontract arrangement that the tender permits, or decide not to bid.

Use the pre-bid process

Clarifications are your chance to remove ambiguity in scope, quantities, drawings or conditions. Write queries clearly, reference the clause, and send them before the stated cut-off. Keep the written responses, because they often become part of the contract.

Build the technical bid

Prepare a compliance checklist that lists every required document and where it sits in your submission. Then write the methodology, work programme, resource plan, quality and safety arrangements, and experience statements so that each maps to an evaluation criterion. Evaluators score what they can find quickly.

Price with care

A financial bid should come from a quantity-based estimate with rate analysis for each major item, plus overheads, profit, taxes, contingency and escalation where permitted. Check arithmetic, units and the price format, since many authorities disqualify for errors in the price schedule.

Final checks

Confirm signatures, stamps, bid security in the right form, document order and file formats, and submit well before the deadline on the portal. Keep proof of submission.

Frequently asked questions

How early should I start preparing?

As soon as the notice is published. Eligibility checks and pre-bid queries have deadlines that arrive well before the submission date.

Can a consultant prepare my entire bid?

A consultant can prepare documents, pricing and compliance checks, but you remain responsible for the accuracy of what is submitted and for declarations made on your behalf.
